Abstract

This study aims to develop a measurement instrument for self-control integrated with national literacy within the perspective of religious education. Self-control and national literacy are essential components in shaping students’ character, particularly in the digital era, which is marked by rapid information flow, rising intolerance, and weakening national awareness. Religious education plays a strategic role in building moral, spiritual, and social foundations that strengthen the identity and ideological resilience of young generations. The research adopts the 4D development model (Define, Design, Develop, Disseminate). The Define stage includes needs analysis and a comprehensive literature review on self-control, national literacy, and values in religious education. The Design stage involves the formulation of indicators, blueprints, and initial instrument items. The Develop stage consists of expert validation, limited field trials, as well as validity and reliability testing using appropriate statistical techniques to ensure the accuracy and consistency of the instrument. The final stage, Disseminate, focuses on distributing the validated instrument to educational institutions and academic forums. The findings of this study are expected to produce a valid, reliable, and contextually relevant instrument that can effectively measure students’ self-control within the framework of national literacy. This instrument can be utilized by educators, researchers, and policymakers as an evaluation tool and as a foundation for designing character-education programs rooted in religious and national values. Practically, this instrument contributes to strengthening religious moderation, tolerance, and national identity among young people.
